iOS 14.5 App Tracking Transparency toggle mysteriously grayed out for some users — 9to5Mac
Based on our experiences, it seems that this behavior is somewhat related to the “Personalized Ads” option that can also be found in the Privacy settings.
When we had this option enabled before updating the iPhone or iPad to iOS 14.5, the new App Tracking Transparency setting became available. However, on devices where the “Personalized Ads” option was off, the App Tracking Transparency controls were grayed out after the update. It’s unclear whether this is an expected behavior or a bug.
